In 2004, two service disabled veteran owned small businesses (SDVOSB) formed one of the first SDVOSB joint ventures called DV United, LLC.
Under the federal regulations in place at that time, DV United could exist until the joint venture won three prime contracts. Over time DV United won three large Government Wide Acquisition Contracts (GWAC):
- Government Services Administration’s (GSA) Veterans Technology Services (VETS)
- National Institute of Health’s (NIH) CIO-SP3 Small Business (SB)
- National Institute of Health’s (NIH) CIO-SP3 SDVOSB
Under GSA’s VETS contract the DV United joint venture had the second largest number of contract awards of the forty-plus companies on that contract. Under NIH’s CIO-SP3, DV United has received over 50 contract awards totaling over $300M and has been among the top 5 companies on the contract for total award dollar amount.
The regulations regarding the life of joint venture have changed from that a joint venture could only win three prime contracts to the joint venture could only operate for two years after its first contract award – effectively a two year life span. In 2020, the Small Business Administration (SBA) published guidance in the Federal Register defining the option a joint venture has at the end of the two year period:
If the parties intend to jointly seek work beyond two years from the date of the first award, the regulations allow them to form a new joint venture. That new entity would then be able to seek additional contracts over two years from the date of its first award.
In meeting the SBA’s direction, the members of DV United have formed a new entity – DV United2, LLC (DVU2). DV United2, LLC is a manager-managed joint venture business entity registered in the Commonwealth of Virginia and, in accordance with SBA guidance, DV United2 is a non-populated joint venture, i.e. the joint venture has no employees. All work is performed by one or more of the thirty-four member companies of the joint venture. For each opportunity, the executive management of DVU2 selects the most qualified joint member company to provide the technical and operational leadership for the effort. Contractual and fiduciary responsibility for the execution of any DV United2 contract remains with DV United2 and DV United2 remains the single point of contact for all related matters.
This rich combination has the requisite expertise and experience from performing successfully on more than 100 Task Orders at a total value of over $300 million in Government contracts providing innovative systems and solutions in enterprise Information Technology (IT), security technologies, and certified management strategies. DVU2’s service-disabled veteran-owned status and our previous collaborations with government agencies give us an appreciation of the importance of IT support services to sustaining programs of complex and influential nature. This rich experience has resulted in DVU2 receiving awards in both Category B and Category C of NASA’s Solutions for Enterprise-Wide Procurement (SEWP) VI contract with an anticipated go live date of November 1, 2026.
